Uncertainty remains the primary motivator in the RINs market. Ethanol RINs crashed and burned after the RVO release May 29^th. The proposed ethanol portion was below the presumed blend wall, which would leave these RINs all but worthless.  However, given that it is a proposed number, a lot can happen between now and November 30.
