There were no last-minute heroics that enabled the blenders tax credit (BTC) to become attached to the funding measure that was signed.  A contentious political atmosphere surrounding boarder wall funding left measures like the BTC on the sidelines as politicians on both sides were afraid of pushing agenda items that might derail the entire process.
