RVO Gallon Projections Slipping From EPA Final Rule Estimate

The Environmental Protection Agency (EPA) announced the final rule establishing the 2023 through 2025 biofuel requirements and associated percentage standards for cellulosic biofuel, biomass-based diesel (BBD), advanced biofuel, and total renewable fuel.

All values in the chart above are ethanol-equivalent based on energy content. The BBD volumes calculated from the EPA percentage standards are 2.82, 3.04, and 3.35 billion gallons for 2023, 2024, and 2025. To convert the physical BBD volume to “ethanol equivalent” volume, EPA uses a 1.6 multiplier to adjust the number of gallons to RINs projected.
