With 10 months of Renewable Fuel Standard (RFS) production accounted for in 2023, RIN generation for the various āDā categories has been a mixed bag.
RIN generation within the D3 cellulosic code has been lacking, with only 568 million RINs produced over the first ten months of the year. RIN production is 15 percent above 2022 volume through the same period, but it trails the current mandate. The mandate was originally stated as 840 million gallons but based on the percentage mandate, and shifting fuel consumption, the mandate is now expected to be closer to 830 million gallons. Based on ten months of production, it appears the D3 category could fall short of meeting the mandate.
