EPA RIN Generation through November 2023 shows mixed performance in reaching mandated volumes for the year. The D4 biomass-based diesel (BBD) category is overperforming, which is partially offset by underproduction in the conventional renewable fuel (D6) and cellulosic (D3) categories.

RIN generation within the D3 cellulosic code is 636.8 million RINs, 15 percent above 2022 volume but trailing the original mandate of 840 million. The original mandate has likely shifted lower to approximately 830 million gallons, according to the latest EIA STEO report, due to shifting fuel consumption data. Based on 11 months of production, it appears the D3 category could fall short of meeting the mandate.
