Near-term Impacts of SOE Not Yet Clear

We continue to hear conversations about the Strengthening Organic Enforcement Act (SOE) due to be implemented in March. Market participants have taken varying approaches to preparing for the expected changes, and with varying senses of urgency.  There is still a lot of confusion at each juncture in the supply chain, but also a general expectation that the National Organic Program (NOP) will be lenient as they roll out the landmark program.

Supply chain traceability is nothing new and it is remarkable that it has taken so long for organic markets to adopt it.  The U.S. Food and Drug administration (FDA) issued the Food Traceability Final Rule in November 2023, which had been in development for several years and is set for a 2026 compliance date.
