EPA still expected to release 2026 renewable volume obligations in March

The US Environmental Protection Agency (EPA) is still expected to release the 2026 federal Renewable Volume Obligations (RVOs) in March 2025, according to the Fall Unified Agenda and Regulatory Plan from the White House Office of Management and Budget (OMB), published on Friday December 13.

Under the Renewable Fuel Standard (RFS) — the primary piece of legislation covering US biofuel policy — the EPA is required to set biofuel blending volumes 14 months before the start of the compliance year. For 2026 volumes, that would have put the original deadline on October 31, 2024.

But the EPA missed that October deadline, delaying it well after the November 2024 US presidential election and what will now be a new administration.

A final EPA ruling on RVOs, which will also include several regulatory changes to improve the implementation of the RFS program, is scheduled for December 2025.
