Biodiesel and renewable diesel imports account for 31% of the 2015 mandate

Biodiesel and renewable diesel imports hit an all time high of 537,852,000 gallons, according to EIA import data. This is a sizable portion of the US mandate being satisfied by foreign production.  Probably not the intended consequence of the design of the program.
