Hemp policy at the federal level has developed rapidly since the passage of the 2018 Farm Bill, legalizing hemp production nationwide.    Hemp policy is not monolithic, but rather a mosaic.  The realities of cannabis prohibition make hemp policy complex.  State and local governments add to the complexity, but just on the federal level, each agency has adjusted to a fluid situation with cannabis in recent years.   

The DEA has arguably had the iciest response to evolving cannabis policy, reacting to the federal legalization of hemp with their own
