State Cannabis Markets

Five states began allowing sales of adult-use cannabis over the past year.  Most of the states generated several hundred million dollars in overall sales, or in tax revenue alone.  New state cannabis programs also have an impact on neighboring state’s, some of whom track sales to out of state visitors. 

Missouri is one of these states.  Missourians headed for Illinois for the last couple of years, until they started their own program this year.  Illinois cannabis retailers generated a total 0f $1.6 billion in revenues in 2023, $408.1 million of which was attributed to out of state buyers. Sales to out of state buyers in Illinois declined by 15 percent in 2023, while overall sales increased by 5.3 percent.
