By other interpretations, it is virtually identical to the high-potency cannabis sold in dispensaries. Total THC content of premium hemp flower currently on the market ranges from 20-25 percent. The problems facing Minnesota regulators are a result of inadvertent gaps in oversight created by recently enacted state legislation.
