EASA releases EU SAF mandate penalty reference prices

The EU Aviation Safety Agency (EASA) released its report on 2024 aviation fuel prices on February 25, and this will be used to assess penalties for non-compliance with ReFuelEU Aviation Regulations, Fastmarkets heard on Monday March 3.

On the same day, EASA also released its 2024 “State of the EU SAF Market in 2023” report.

The penalty for non-compliance with requirements for the use of sustainable aviation fuel (SAF) in 2025 will be approximately €2,701 ($2,821) per tonne, equivalent to $8.59 per gallon, as explained below.

ReFuelEU requires that, from the beginning of 2025, 2% of all fuel supplied at EU airports must be SAF. This percentage requirement will grow over time to 70% by 2050. The penalty for not meeting this mandate will be twice the difference in cost between SAF and conventional jet fuel.
