State legislators in the US have been on a steep cannabinoid learning curve since the adoption of the 2018 Farm Bill. Very few lawmakers understood that hemp markets were largely comprised of flower and extracts that are for all practical purposes, indistinguishable from MJ. We have discussed this ad nauseum in the Hemp Bulletin since we began publishing in July of 2019, because of the impacts on hemp markets and hemp prices.
The bans on hemp flower were the kneejerk reaction for some states, or in the case of South Carolina, where they just discretely ordered shop owners to cease sales. Flower sales have persisted in South Carolina, and nobody has been convicted of possessing hemp without a cultivator’s license to our knowledge, for simply having smokable flower products.
