Hemp policy is forever tied to cannabis policy.  They are one in the same plant, each one depending on the other for its definition. Cannabis policy at the federal level is forever tied to social justice reform.  This has emerged in national politics in recent years but only in the 117^th Congress have we seen a comprehensive strategy on the part of key Democratic caucus members.
