Governments Struggle to Take Comprehensive View on Cannabis Reforms

As more U.S. states grapple with the legality of hemp derived cannabinoids, European countries have also approached the issue increasingly as individual member states.  Italy has vacillated on CBD, classifying it as a narcotic as recently as August, only to reverse course last week.

The Italian Ministry of Health published a new decree in the Gazzetta Ufficiale on August 21, with changes in CBD’s classification to take place 30 days later.  As with many other municipalities on this side of the Atlantic, the Italian government is reacting to perceived chicanery on the part of hemp stakeholders.
