Panda Biotech Lands Extension for Municipal Funding

Panda Biotech, the Dallas-based corporation developing a high-throughput hemp fiber processing facility, has received another key extension to reach job creation goals established by the Wichita Falls, Texas City Council.  The council voted unanimously to extend the incentive package to August 2026, by which time the company plans to fill 50 full-time positions.

Panda has received more than $2.6 million to purchase and outfit a former Delphi plant, including a $1-million loan that was previously extended to December 2021, and later extended to December 2023.  The facility is purportedly fitted with decortication machinery and secondary processing equipment already.
