. This is a dramatic policy shift for pan-cannabis, globally. The treaty has guided governments for decades, and it has hindered medical research for cannabis.  As we have discussed routinely, hemp policy is forever tied to cannabis policy.  Liberalization of MJ laws is a boon for hemp. 

The Jacobsen tracks European hemp policy because these markets have historically been lucrative for US operators.
